Abstract
This report could not have been published without the support of many, whose help the Council of Europe gratefully acknowledges: The Section of Health and Education (Division for Peace and Sustainable Development, Education Sector) of UNESCO, who spearhead this work since 2011 and set in motion the international stock-taking research which this report is a part of.
